Automatically log off users

I'm working in large organization,we are using windows 2000 server,windows 2000 prof. and oracle application
many times i have an application's update i need to send it to a users via group policy
so i need to log off the users to apply the policy
i search in microsoft technet but i did not found way to do that (i found a solution to automatically restart a workstation -this solution is not accepted in my org.)i work around by apply policy on the domian called Automatically log off users when logon time expires but when i change the time for users the users did not log off
so i need to know how to use this policy correctly or another way to log off users Automatically

Try waiting for your GPO to be refreshed. Or you can force refresh by typing on the run command: secedit /refreshpolicy machine_policy /enforce or use the user_policy switch if the policy is applied to the user.
