Make sure you make a backup of your registry. Then make the following change:

Hive: HKEY_LOCAL_MACHINE
Key:/SYSTEM/CurrentControlSet/Services/CdRom/
Name: AutoRun
Value: 0

THANK YOU!! We had a CD tower that was causing the PDC to crash every time I changed the CD's. I've had my hardware vendor trying to solve this problem for a month and it's caused me no end of grief. Swapped SCSI cards and all sorts of hardware swaps didn't fix it, but this simple change did.
