Backup Practices

I am in the process of trying to figure out the best backup solution for my company. We have about 125 users in 5 different locations connected by a frame relay network. I have a server in each location with about 40G of available space. I was having users backup files to the server and then to tape, but the tape drives started acting up on each server, plus users stopped backing up their files. Of course when a hard drive fails on their pc they want to blame me for not backing up.

Anyway, I am looking at Veritas Backup Exec 9.1 with Exchange agent, remote agent, laptop/pc option and open file option. Does anyone do anything like this now and what would you recommend? I have been told by the vendor that this works great, easy to use and doesn’t require much bandwidth or file space. The servers, I understand how it would work, but not the pc’s. Thanks.
