Bad or missing command Interpreter

I am trying to boot from a CD using the Super Fdisk bootable software. I have written the ISO to a CD and when I try to boot from the CD I get the following error:

Bad or missing command interpreter: 8 – /P /E:256

Please enter the correct location (for example c:\command.com):

I realize that it is looking for a mounting point to find the command.com command interpreter but any drive I put in to for the PC to mount returns the same error. All I need is to foramt my drive. The drive is not found when I try to re-install Vists or if I try to install fedora. The HD is recognized in my BIOS but i cant seem to get any tools to reformat the HD. Please help…thanks!!!
