Battery charged alarm in windows 10 that overrides full screen chrome?

I’m currently using “battery percentage icon” application from microsoft office store. But when I’m on full screen (eg: youtube on chrome on full screen or watching any videos in browser in full screen), the notification doesn’t pop up. Is there an application that does pop up even if another application is running full screen?
