BayStach AN Dial-In Access Issue

Our remote sites are connected to the home office via frame relay using the BayStack Access Node routers. To provide for remote management, we have USRobotics fax modems attached to the AN's console port. At several of our sites, however, the modem fails to answer when we attempt to dial in. I'm pretty sure the dip switches are properly set on the modem and I have enabled the console port through Site Manager. Can anyone provide any insight as to why this is happening?

Usually, when a modem does not answer an incoming call it is one of four things, in this order:

1) The modem is not set to Auto Answer
2) The modem is not detecting the ring, perhaps a loose silver phone cord
3) The modem is faulty/defective
4) The phone line is not wired properly - very unlikely

Have you ever been able to dial-up these remote sites? If so, suspect the modems have gone bad. If not, suspect that the modems are not configured or plugged into phone line properly. USR modems are notoriously susceptible to going bad due to voltage spikes on the telephone line common with lightning strikes.

The answer was very good, but all of the solutions listed have already been tried. The modem has been replaced and its dip switch settings have been verified via USR tech support. The phone service provider has also verified that the lines are fully functional.

Any additional input you might have would be greatly appreciated. Thanks for answering.
