BayStach AN Dial-In Access Issue

Our remote sites are connected to the home office via frame relay using the BayStack Access Node routers. To provide for remote management, we have USRobotics fax modems attached to the AN’s console port. At several of our sites, however, the modem fails to answer when we attempt to dial in. I’m pretty sure the dip switches are properly set on the modem and I have enabled the console port through Site Manager. Can anyone provide any insight as to why this is happening?
