Best, Cheap, video editing computer

Have tons of marketable 8 MM and VHS apes that I need to market.
Am considdering Pentiun 4 system but need for a huge hard drive, lots of memory, good video and sound card make this very expensive. Can anybody advise me please?

DONT USE A PC

Sorry, I dont mean to yell (my title), but if at all financially feasable PLEASE use a MAC for video editing. If you are trying to do it quick and simple use the included video editing software that ships with OS X. If you want to do it like a pro, use Media 100 or a cheaper alternative would be Adobe's Premiere combined with After Effects. I money is an issue, then you're forced to use a PC. There are many cheap solutions for editing on the PC; Buz, Dazzle.... But again, you could use Premiere on the PC as well.
Either way you are going to need a HUGE drive set-up. Really you need a RAID set-up, preferably SCSI. SCSI RAID can be pricy, the alternative (PC only) would be IDE RAID. Promise Technologies has a nice product called FastTrack.
