Bind a port to an IP using Proxy2

i have an NTserver4 SP6a with Proxy2 Sp1

Question:
How do i bind a port on the proxy server to a privite IP on my enternal network?

EG:
Port 45624 to 192.168.0.10
and UDP 2300-2400
inbound and outbound

i have a felling that the anser has sompthing to do with the mspclnt.ini

Explanation:
i have this comp connected to my mediaone to share the internet with the rest of my house and have a need to bind a port to my ip so i can host a voice chat using the new Microsoft GameVoice
