how do i get into the bios on this packardbell pc

For Packard Bell support, try www.priorityonesupport.com

Look up the model number and serial number to get detailed information.

Usually, there is a message on the CRT while the RAM is being tested that tells you which keyboard button to press.

Del, F1, F10, Esc are all common.

I have seen a few motherboards that have a jumper that can be set to disable user access to BIOS settings.

Which Packard Bell?.....give us a model number (on a label on the rear of the machine).
