General discussion

I am unable to view Windows Update and some other web sites that depend on Background Intelligent Transfer Service (BITS)(svchost.exe.qmgr.dll at C:/WINNT/SYSTEM32/QMGR.DLL). I find that this service is set to "manual" and suspect that it should be "auto" but can find no switch for that purpose.

The command line that I see when I am lokoing at the properites for the BITS service is Computer Management is this:

C:\WINNT\System32\svchost.exe -k BITSgroup

My service is set to start up manually as well.
