Did you recently install any new hardware or software?
Start by checking the graphics card, open the case and then remove the graphics card and use another one to see if the other card will work.
Listen to see if the hard drive is running, may be a bad hard drive.
Check the memory modules especially if you have recently installed new memory,or uninstall the memory modules and reset to make sure that they are making good contact

Sounds like a graphics card problem. If you have a blinking cursor then SOMETHING is coming down the monitor cable, but a flashing power light is symptomatic of the graphics card trying to display a resolution which is NOT compatible with the monitor. The likely problem is a bad driver for the graphiics card. Start the machine in DOS mode to check that the basic VGA functions of the card work correctly (F8 to give a boot menu, then select Command Prompt only). Then reboot the machine and again use F8 to select Safe mode. If you get the basic 640x480 16 colour image then look to update or replace the graphics card driver.

I'm also curious about recent hardware changes. Is your friend attempting to install a new hard disk, and is this, by any chance, a Compaq?

Sounds like a Windows 98 shutdown problem. Is your friend running Windows 98, and does this happen when your friend turns off their computer? If so, this article from Microsoft may help. http://support.microsoft.com/directory/article.asp?ID=KB;EN-US;Q202633
