Blank Window in IE when opening new link

I’ve researched and researched until I am blue in the face on this one. I loaded the IE 6.0 SP1 which states it corrects this problem. No luck. Problem still there. I’ve also re-loaded Win 98 with no luck either. Is my Win 98 perhaps at it’s end of life? Should I just forget it, and upgrade to XP?
