Block Internet Access?

How can I stop users from getting to the internet using IE through applications like MS Word 2000 and Visual C++.Net? I have Group Policies set to block iexplore.exe at the Server but it doesn’t block the web access within these programs. Any help would be appreciated. Thanks.
