Can I create a group policy to block specific Users fromInternet Access?

just configure the web browser to use a proxy server that does not exist and then lock down the browser settings.

As long as you don't allow your users to install a different browser, which doesn't use the "Internet settings" of IE.

just uninstall internet explorer and dont give the user admin rights to install back or you can make changes to hosts file to block specific sights

Yes - disable IE proxy tab on the browser and change the proxy setting to ones that fail to work - all through a GPO
