block ip not to use internet

hi
i am having cable connection and a proxy server through which all access there mail in outlook express and access internet.i want a utilities which i can install at my server so i can block ip not to use internet.my server is runing win98.proxy is wingate and all access my through postmaster.also can i block porn/adult sites .
