Blocking HELP file access

I am in an Alternative HS situation. Running Fortress 101 to block from Files/Apps/Windows the students do not need. In some of the problem classrooms we block the IE. Students have found a workaround. They click on Start>Shutdown>Help. Once in helpthey can use the hypertext to access the Internet. Need suggestions to stop this. Points go to the most successfull solution.
