Blue Screen of Death caused by "FLTMGR.SYS"

At the client's office, booted up computer system in the morning and was notified on Symantec Anti-Virus program needed to be renewed. Stopped the process thinking that the renewal process would be done later in the day. After Symantec closed down and the desktop was back to normal, within 60 seconds, the desktop disappeared and the "Blue Screen of Death" appeared stating the following...
"Windows detected a problem and was shutdown. If this is the first time that you are seeing this..." "FLTMGR.SYS @ BA635007 base @ BA634000. Date Stamp is 443979**..." Did not get the rest of the message. Was only able to shutdown computer system by using the "on/off" switch. Booted up the system again and AFTER the desktop came up and all necessary items were completed, waited for approximately for 1 to 1 1/2 minutes and the Blue Screen of Death appeared with the same message. Booted up successfully in to Safe Mode w/ networking and everything worked normally as one would except in Safe Mode. Disabled all instanses of Norton Anti-Virus within config.sys and upon rebooting back into Normal mode, got the Blue Screen of Death again.

Has anybody got any ideas on what is causing this? Is it something that is triggered due to an infection of Malware or Viruses? Is it possible to run Anti-Virus, Anti-Malware programs while Windows XP is in "Safe Mode"?
