BMC Remedy Request management System

Does anyone know if there is a way to use if and then statements to determine where a request task needs to be created and then routed? We create a request management ticket for new access for employees. The current issue is all the tasks are canned under the parent ticket. With that being said, there are tasks sometimes that are not needed and remain open for an abundance of time.
