Boot disk for All windows versions?

I am attempting to create a Boot CD-Rom which will be able to boot to all windows flavors. I’m in a mixed environment with 95, nt4 sp6a, 2000 pro, and NT4 servers. I know there has to be a way to do this. I want a way to be able to boot to any ofthe computers and troubleshoot any of them. I want to know if there is a way to boot to and see a fat16, fat32, and ntfs partitions. I have a boot cd which emulates a 98 floppy but that limits me from seeing any ntfs partitions. I’ve heard there is a way to boot to and see ntfs5 to troubleshoot it but I do not know it.

Anyone have any suggestions?
