You will need to load DOS CD drivers for this. You will need a device driver in the Config.sys and a matching mscdex file in the autexec.bat file. Was there a disk provided for the CD drive by any chance? There will be generic atapi drivers on the web....
I remember that I used to be able to bind to Novell through DOS a number of years ago now. Afraid that I am unaware how you would be able to enable and bind/attach through Dos these days. What network were you hoping to attach to? That might help people to provide an answer.
If you are able to make out the manufacturer of the CD, you could try their website or DriverGuide or Google. Please remember you will need to have a msxdex line in the autoexec file to be able to "read" this drive.
Easiest way I found is to create a bootable floppy, open config.sys with notepad. Find the ref for MSCDEX = (filename) find the file on the the HD (usually in c:\windows\system )and add to the floppy, copy the line from c:\config.sys and add to a:\config.sys, creates CD supported boot.
NIC support should be the same proceedure (but do not off the top of my head know the ref for it/or file name), at this time do not have a bootable 98 PC to verify it can be done.
