Boot purposes only or is there more?

I'm a little confused with this. I was under the impression that adjusting the number of processors referred to only boot performance, that is, once the OS loads it then becomes a moot issue. The same with "maximum memory" in Win7--boot purposes only, not after the OS loads and takes over.

Is this in reference to an article?

Adjusting the number of processors? Do you mean adding a processor to another socket/ increasing the number of cores in a processor? Or do you mean correcting a misidentification of the actual number of processors installed in a configuration file?
