Boot Sector

Orginally, I had ME installed and then put another HD with XP on it. Later, it became necessary to reinstall ME. I noticed from the beginning that a folder was created in ME named WINNT. Looking thru it I guessed it to be boot files. After reinstalling ME I booted up and no XP just ME. Went to Windows Explorer and the NT folder was gone but XP files and programs were there.Is there a way of creating this folder short of reinstall?

In short - NO.

I am surprised that the system booted after you installed the ME.

Microsoft operating systems are set to allow you to dual boot by loading a newer version of Windows over an earlier version as the new load recognises the earlier one.

However, when you load an earlier version over a later version you usually end up with both system so mashed up the neither work as the earlier version can not recognise the new version and gets confused about which files belongs to witch and puts anything almost anywhere.

BTW Win ME is just a cut down version of Win 2K and is basically a WINNT based system.
