Boot up Shut down then Boots up

This one has given me a headache!!!
Asus A7v8x mxSe M/board & AMD athlon 2600. Initial problem system would try to boot, shut down and would boot after a few tries.
At first I thought it might be the on switch on the case. I disconnected everything except the hard drive, it did the same thing. So I tried another hard drive worked okay, the annoying thing is it let me install WinXP, then I shut down, next boot it did the same thing. I then tried all the following
Diff PSU, cpu fan, cpu, ram, then a diff video card. Still the same. So I decided Motherboard. Set up new motherboard and would you believe did the same thing tried to boot and shut down. So I was left with only the case as tried everything else. So shifted everything into a new case and it all works. Only problem that worries me is at first boot still tries to boot, post not yet on screen, quickly stops, then quickly boots back up to windows. The owner says never done this when new but started a few months ago. To satisfy my curiosity about the On switch on the original case I installed a new motherboard and Cpu, does the same thing, power cpu fan starts then stops. Both these systems have Amd athlon cpu’s I do not usually use these, is this normal for these cpu’s?? Why are both computers doing the same thing, but new case actually does boot. I have just noticed swithching the new case on that it has not done it this time. Last thing I changed was the cmos battery as I thought it might be loosing boot up info, when I installed the new battery, I had to reset the data in the Bios, is that normal, I have not had to do that before or could there have been something wrong with the cmos settings and battery?? I would say there is definately something wrong with the old case On switch but cannot figure out the problem with the new case.
A bit confusing but any ideas. Thank you
