Booting Laptop with USB Flash Drive

I have a 2 year old HP Pavilion dv1000 laptop running Windows XP Professional SP2, with a Pentium M 1.73 GHz Processor and 1 GB DDR400 Memory. I am trying to boot it using a 2 year old 512 MB PNY Flash Drive. The computer is working fine, but I recently got a 2 GB flash drive so I decided to use my old 512 MB one as an emergency boot drive.

I am using the BartPE preinstalled environment. When I try to boot my computer with the flash drive, it simply bypasses it and does a normal boot, with the hard drive disabled, it goes directly to network boot. When I try to disable everything in the BIOS except the Flash Drive, it just shows me a black screen. In the Boot Order list, it shows the flash drive under the hard drive list, but shows below the hard drive.
