Booting problem in XP

I have a machine that locked up while running MCAD… Now when the machine boots up I get this message:

stop: c0000135 {unable to locate component} this application has failed to start because rpcrt4.dll was not found.

Withing a second the pc reboots and does this over again in an continuous loop. I can’t boot into VGA mode or safe mode either. My only access to the pc is through the recovery console…Any ideas??
