BOOTMGR is missing

I have a system with an Intel Processor, Asus P5QL-Pro, 4Gb of Corsair RAM, a Western Digital 640 GB HD, and trying to run Windows Vista Premium Home Edition. The system got to the point where it wouldn't boot up correctly so I tried to reformat/re-install. Now I am getting the error message that BOOTMGR is missing. I cannot get it to boot from DVD or the hard drive either. I need advice please. When I put the HD in my other PC it will boot up correctly, I assume its using the BOOTMGR from my drive to start up.

You said that you can't boot using you Vista dvd? Go to the BIOS to change the boot device order.
Insert the your Vista dvd, and hit either ESC, Delete, or F1, F2.

After you boot from you Vista dvd you will see a list of options. I don't remember the exact order but look for Repair, or Command line.

Let me get a Vista dvd and see the exact menu.
