BOOTMGR is missing

I have a system with an Intel Processor, Asus P5QL-Pro, 4Gb of Corsair RAM, a Western Digital 640 GB HD, and trying to run Windows Vista Premium Home Edition. The system got to the point where it wouldn’t boot up correctly so I tried to reformat/re-install. Now I am getting the error message that BOOTMGR is missing. I cannot get it to boot from DVD or the hard drive either. I need advice please. When I put the HD in my other PC it will boot up correctly, I assume its using the BOOTMGR from my drive to start up.
