Well, I'm gonna have to assume this is win 95,98, or ME.

Go Start to Run, and type in 'msconfig' without the quotes.

A box will pop up. Click on the Start up tab. You will have a list of programs that automatically start up, with checkbox's next to them. Click the check off of the boxes next to the programs you don't want to run. I usually take almost all of them out, excepy Systray, and my anit-virus program.

If you only want to stop the programs once and a while, hold the shiftkey right before, and until the desktop is loaded. This may stop some of the programs from running.

Also, in your c:\windows\start menu\Programs\startup directory, any files in there automatically run on startup.

If this is windows 2000 or NT, then they need to be removed from the registry:

Start--> Run --> regedit
HKEY_LOCAL_MACHINE
Software
Microsoft
Windows
CurrentVersion
Run

Runonce, runex etc.
