Both CD RW & DVD ROM doesnot work in XP

Hello Techrepublic,
This is a typical problem for which I have no solutions so far. I have an assembled un-branded computer with XP-Pro-SP2.
The problem, as described below, is there since before & after installing SP2.
ISSUE:
Both of my CD RW drive(AOPEN CD-RW CRW2040) and DVD ROM drive(LG DVD-ROM DRD8160B) cannot read any CDs or DVDs as applicable and gives error msgs
1. “Please insert a disk into drive D:” &
2. “The disk that you have put in drive E: is not formatted.”
Also if I want to burn a blank CD, it gives error msg “The format of the CD you inserted is not recognised or the CD might be damaged or corrupted, try another CD”.
In Device Manager properties for the individual drives, there are NO errors reported & everything looks perfectly normal.

Now, I have found interesting fact after doing some research on this.
1. In Safe mode both the drives can read all CDs perfectly. Also can play all music files ok from any CDs.

Just to be in the safe side, I have re-installed the drivers for both the drives — good for nothing.

FYI, I have the Norton internet security- Professional version installed in my pc. Dont know if it can create any problem !!!! Disabling the firewall and antivirus doesnot help.

I have change the BIOS settings to defaults , but still no good.

I need help from you on this issue. I am guessing that my hardwares are fine, only some programs ( better to says SERVICES) creating problem for the drives to malfunction. Whats is it ?

Thank you in advance for any support extended to me.
Ciao,
Sub
