Branch Offices with windows 2003 standard

Hello. We have he following:
– 1 DC on our HeadQuater Win2003 Server, DNS Server, DHCP Server, with a nortel VPN Router;
– 8 HP server Win2003 Server, DNS Server and DHCP Server, stand-alone administrating 15 computers on 8 different places, these servers are connected to internet through DSL modem/router;

What I have to do is to create branch office’s of the HeadQuarter’s domain. We want to have a fault tolerance domain. If one DC is not working the users can connect to another Domain Controller.

Is the Additional Domain Controller the best way to do?
We have only one VPN Router located on our HeadQuarter, making that the BranchOffice’s Domain Controllers will be connected to internet through DSL modem/router only.
