Bridged Modem/Router to Router problems

I have a Westell Versalink 327 modem/router/firewall on a Verizon business DSL connection. All is well when connecting using the modem in bridged/router mode. However when I set it up in bridged/bridged mode in order to use my Netgear FVS338 as the router and VPN/firewall I cannot connect to the internet. I have disabled the DHCP server on the modem and set the IP distribution to OFF.
The Netgear FVS338 is connected to the modem using the WAN port on the router and the #1 Ethernet port on the modem.
Both devices are on the same sub net 192.168.0.0 with unique IP’s.
I would appreciate any help I can get.
