I built a very simple web site with graphics using Netscape Composer and Win 98 then tranfered it to a remote public folder with my ISP, but when I view the site on a Mac using both Netscape and IE, all of the images are broken. This does not occur with windows, again using the above.

I have not used Netscape Composer. But I will give you some things to try. Tell me if they work.
1. Try updating the bowsers you are working with on the Mac.
2. Check the format of the photos. Make sure that the are jpg's.
One other thing, check to see if the program is adding any weird code to you HTML. This may cause the macs not to be able to read the pictures.
Check the website out on another windows computer. If the HTML code is pointing to a location on your computer andnot to a location where the photos are on the public folder. Than only your computer will see the photos.
Strange things happen if there is a minor over look in the code.
I wanted to add something. Earlier I assumed the "graphics" were photos. If they are not photos, then play with the format of the graphics to test them out.
The first thing I would ask is: Is the windows machine that you are viewing this from the one that you created the pages on? Quite often I have seen tools like Composer put the links to the graphics as <img src="c:\graphics\picture1.jpg">
If thatis the case, when you view the page from the machine that the image files are on (in c:\graphics\) you will see them fine, but from any other machine the link is broken because it trys to point to graphics located locally. Check the source of the html file from the web server.
I have noticed that .bmp files works fine with Internet Explorer, but not on the Netscape, where they are broken. This also occurs when browsing local files, so it's definitely a difference in the browsers. I only tested this on the PC.
