Browse workgroup across router

I have W2K and Win98 PC’s in 2 locations separated by a T1. This is not a domain — just a workgroup. The PC’s can ping each other by IP address. Is it possible to set up WINS in a workgroup environment so that name resolution can occur across routers? I do not want to use lmhosts file.
