Browser Cleanser

Hi.
I have been getting alot of advertisements of these browser cleansers. They say, even if you clean the cache file and internet temp files and cookies….that you could go back and recover the internet sites you have visited.
1) Is that true2) What do they do…clean the registry
3) Is cleaning the temp files and cookies not enough?
4) Is it safe to use these programs
