Browser Password Lock

I have a friend using IE in Windows 98 who needs to lock out one of his children from all internet access. Has anyone seen just a simple password lock or other block for the Browser itself. He is not looking to spend $30 or $40 on content filtering software, he just wants a lock on the front door…the whole front door.

Anybody got a suggestion?
