here is the scenario, for example i have a local area network connected to the internet via dsl modem and it has a router/firewall. and then i have another network but unlike the first one it is not connected to the internet in any way. it isjust a file/printer sharing network. is there anyway that a workstation on the first network(the one that has internet) also view the second network's shared files and devices?

"Internet" computer is connected to second network?
If it is,
you can easely change IP adress and subnet mask of "Internet" computer to valid one for second network
or
you can assign second IP adress on network adapter on "Internet" computer to valid one for second network if it is neccessery for you to use specific IP on "Internet" computer in network properties for active network connection, clik TCP/IP protocol, choose properties, click button advanced, and you have a list of currently assigned IP adresses on your station.

If you are asking about the laptop "seeing" the isolated LAN while not proximate to it, the only other way (ie not through the Internet) it can be done is if the LAN has a modem ready to answer (RAS - Remote Access Service) on one of the servers.... or through a modem and PC Anywhere (or other remote control software) software.
guys, i mean view the two local area network at the same time in the network neighborhood, do i have to have 2 lan cards? with different ip addresses? will that work?
The information you are giving is really confusing. And you didn't mention any network operating system in your network that might do the job. I assume that your two LAN were isolated using two different IP segment. If this is the situation, I won'tthink there is any other choices to browse through the other network but to bring in a router to route packets to the next IP segment.
