Building support for Web services

A timely reminder on buidling support services for Web services. My company has outsourced it's infrastructure to Getronics, the Dutch information technology company, and consequently we - and I include my IT department in this - are their support users. The system is "Vantive" and we have access to an interface called "SolverWeb". They have a small HP OpenView platform. I'm exploring the possibility of putting local automated monitoring software in-place here: something along the lines of Tivoli, Concord, BMC, MRTG or Freshwater. SilverBack InfoCare looks ok too. The name of the game is getting IT downwind of outages before OUR clients experience anything. Any suggestions?
