Building the Best Bang for my Buck Editing System for 1,500+ $

Hello All,
I’m here in Vietnam about to embark on a small indie video shoot. Initially, I’ll be using Mini-DV cameras for the run through in pre-production and some guerilla type shooting and then upgrade to HD. Four years ago I did a 3 camera shoot in NYC with Canon GLs and did post with Final Cut (w/ dedicated editor). This time around I’ll be forced to do the rough cut myself choosing Premier Pro since I’ve a bit of experience with it. (any suggestions here?) The movie is a loose version of Mean Streets with more gang warfare. Shooting it has made NYC look like a cakewalk. (payoffs to corrupts police, Party flunctionaries, etc) Any ideas as to the basic hardware build? Some of the computer shops stock some high end stuff. Any ideas would be greatly appreciated!
