bypass bios password – how much will it cost me

i got a second hand toshiba laptop that i cant reformat or anything because my mom cant remember her old password. so im wondering how much will it cost me if i bring it to a repair shop.. or maybe sending it back to toshiba?

its displaying black screen and that blue window where i have to put the password.
