C/E drive confusion

my dell running xp has 2 hard drives. Initially C was 60gig w/ os on it E was 10 gig for backps, no os. Had to debug and reformat C drive. Once this was done the 60 gig became E and the 10 gig became C. I thought C had to be primary partion with the os. No os on C , Im confused!
