Cable internet tweak?

I use cablw internet and has been tested at 623 KBPS for download speed, and a pathetic 53 KBPS for UPload. I would like to know is there a way to enhance the UPload speed?

My PC details:
466MhZ Intel Celeron CPU
544 MB SD RAM
Win Me
15 GBHDD, partitioned 10GB/5GB
Soltek SL-65DV P3 Mobo
