Calendar permissions

We are running an Exchange2k server with Win2kpro clients with Outlook2k. what we want to do is allow people to view other people's calender BUT we want to do this from the server end not at each client(i know how to do it from each client)We would like to do it so the clients can not turn off this feature, any help would be great.
PS please dont post that it needs to be done at each client, i will not award points for the obvious.

This one caught my eye and l did a lot of digging. But we both already know the answer l think. But as a couple of alternatives you can take a look at this Kbase article.

we have found out that you can do this in active directory, as for the exact way i am not sure some else took care of it but thanks for your response
