Can Disk policies be changed using a command batch file?

Is it possible to use a command line batch (or any other Program) to automate: ?Changing of the Disk Properties/ Policy, to Optimize for Performance and Enable Write Cashing on the Disk??

I am trying to get my USB Drive to do this automatically, on insert to any host computer. I may not always have admin. privileges.

Please contact me if anyone knows of a way to do this.

Also wouldn't it be better if the answer was on the files of tech republic so that anyone who is looking for the same solution has a chance of finding it before asking a question.

Shouldn't this be a choice when you pick the File System when formatting your drive. I would have thought NTFS was better for performance whilst FAT32 was better for ripping USB Stick out of the drive and having the hope that you didnt loose all of the data you saved.
