Can FTP, cannot ping?

I have a client sitting behind MS proxy 2.0. We are using SOCKs proxy to gain access to the internet. When I attempt to ping an externally addressed FTP server, I get Request Timed Out. But, when I FTP to the same IP address, I am successful. What the heck am I missing?!?
