Can I add a user to an older version of Quickbooks

My company is using Quickbooks Premier 2016 and we want to add another user without upgrading to 2018. We'll probably upgrade eventually we just don't have the budget right now. Intuit says that you have to upgrade to 2017 or 2018 and purchase a new license with two users.

What I'd like to know is whether or not I can just buy another 2016 license off Amazon or somewhere else, turn on multi-user mode, and share the company file with the new machine. Will these two licenses not be able to communicate since they're two separate licenses and not one license with two users since that seems to be how QB works?
