Can I prevent disk access through Outloo

I am running a NT 4.0 network with Win98SE on all workstations. The workstations are secured to prevent users from accessing any files other that what is shown on the desktop. Every computer has Outlook 2000 installed and users are gaining access the the local and network hard drives through the Web toolbar allowing them to browse their computer at will. Does anyone know a way to prevent users from using this feature of Outlook. I would like users to continue to receive emails, but if I cannot get this loophole closed I will have to totally uninstall Outlook on their machines.
