Can I stop someone using a computer if they don’t have anti-virus?

I want to make sure that the people I work with in my tech company can’t get on their laptops/computers/tablets/etc. if they’ve uninstalled their anti-malware software. I think this is possible on certain tech already but was wondering if anyone had any idea how to do this?

To find out if the antivirus software is already working or not, follow the steps below:
1. First of all, open Action Center by clicking the Start button, then click Control Panel, and then, under System and Security, click Review your computer’s status.
2. After that, click the arrow button next to Security to expand the section.
