can i use an ide connector of a 3.5″ hdd enclosure on an internal dvd write

i need the cheapest dvd writer setup i can come up with for my laptop even if it is crude using the sources i have now. i have found a good deal for an internal LG dvd writer here. i also have a 3.5″ hdd enclosure.

can i use the USB to IDE connector of my 3.5″ hdd enclosure on any internal dvd writer drive so i can connect it to my laptop?

my reason why i opt for a crude setup instead of getting an external dvd writer is because i will use the internal dvd writer later on when i build up a desktop.

thanks in advance for your help!
