Can no longer get to my web page

I am having a problem with my Windows 2000 Server SP2. Last Monday everything was fine, everyone was able to hit my web page. On Tuesday it no longer worked. All my services are started, I have nothing blocking port 80.(that I can find) I removed IIS 5 and reinstalled. Still can not get to it. If I move the web to port 81 I can then get to it by adding :81 at the end of the address. I built a test computer and replaced my server. I was able to get to the default IIS page. This leads meto believe it is the server. I have checked TCP/IP Filtering and it is set to allow all through. Can any one tell me why port 80 is not working.

BTW I am using Black ICE. I have been for a year now. Just in case it was causing the problem I uninstalled it. Did not help. Could not get any answers from them.
