Can not create or upload a workflow from sharepoint designer

I am trying to upload a workflow from Sharepoint Designer to WSS3.0. If I make the workload manual it uploads but I cannot start it. If I make it automatic (preferred), it failes to upload. In either case it says Access Denied. I have tried the administrator, web app login, myself (all have full control) and neither work. I have removed unique permissions and only made permissions inherited and no luck. I have googled myself to death over this and no solution.

Hi,
I am having exactly the same problem ... i googled myself to death as well with no success.

Please let me know if you found a solution to the problem.

Had the same problem, but comparing with well-working Sharepoint site helped to solve it.
Open your website with Sharepoint Designer, right-click on Workflows library and select Properties. On Settings tab uncheck option "Hide from browsers", and then click OK button. After that execute "iisreset /noforce" through console.
Then open your website in browser under administrator account and click "View all site content" on quicklaunch panel. You'll see Workflows library in the list of document libraries. Click on Workflows library - you'll see its properties page. Look through the list of library's columns and remove those of them marked as "must contain data". After that restart your IIS webserver.
If you cannot see Workflows library on All site contents page: open your website with Sharepoint Designer, right-click on Workflows library and select Properties. On tab "Security" click on hyperlink "Manage security with browser" (or something like that - I have russian version :-)). Workflows library properties page will be opened in new browser window.
