Can Not Share Correctly

I loaded a PC (PC1) from 98 SE to XP Pro. Now sharing worked fine before along with the internet.
I shared the whole C drive and can access that drive from PC2, but when I access the \windows or \programfiles, I get an error saying I have no rights.
How can this be if the whole C drive is "fully shared to allow all users to modify files?" I even tried the Network Trouble shooter and Network Setup Wizard. No help.
Any ideas?

Windows XP is a little different than win98. XP uses the NTFS file system which includes it's own security in addition to share security. When you go into the properties of a directory you should also see a security tab in addition to a sharing tab. Add the user of PC2 there and you should be able to access the files with no problem. Hope this helps.

Sorry. No such tab on my XP.
And yes, I did purposely format using NTFS.
No tab. I finally did find that M$ will let you share C, but not /windows and a few other directories for "security reasons".
Luckily, I have a remote connect program that allows me file transfers to those directories.
Up yours again, M$.
